With more than 25 years of experience in the governance, executive management, and financial oversight of both for- and not-for-profit organizations, Paul T. Crowley has a proven track record of both best practice innovation and effective resource conservation. In his current role as Chief Executive Officer at GLSS, Mr. Crowley oversees a staff of 700 and a budget of more than $70,000,000. During his nearly decades long tenure at the agency’s helm, he has led the agency through incredible shifts in policy direction, from a broadened emphasis on person-centered care and planning to the emergence and growth of the Aging and Disability Resource Consortium, all within an environment of rapidly changing policy and continued focus on health care reform.
Currently, Mr. Crowley serves as President of Greater North Shore Link—the Aging and Disability Resource Consortium of the Greater North Shore—a collaboration of regional aging and disability organizations. For more than 10 years, he has assumed a critical leadership position in the development of this regional collaboration, which has resulted in new program capacities across the North Shore with strong potential for both significant impact and cost-savings in the delivery of health and human services.
Prior to serving as the Chief Executive Officer of GLSS, Mr. Crowley served on the Agency's Board of Directors, both as its President and as a member of the Finance Committee. In those roles, he helped to guide the unprecedented growth of GLSS's Transportation Department into the largest non-profit transportation provider in the state.

Welcome to Greater Lynn Senior Services—or “GLSS,” as we are known throughout the region, serving the communities of Lynn, Lynnfield, Nahant, Saugus, Swampscott, and beyond. For more than 40 years, we have provided a multitude of services for a singular purpose: To help people age 60 and older and adults of all ages living with disabilities remain independent, safely and with dignity, in the community settings of their choice.
Choice is an important word in our GLSS vocabulary and something that we value highly. Our approach is to engage consumers in their own decision-making regarding both their needs and preferences and to offer person-centered planning and care, so people can live as they choose. This is a critical component of our shared mission, and one that we take seriously, always with your safety and dignity in mind.
GLSS takes pride in being one of the area’s most trusted, innovative, and experienced human services agencies. Despite dramatic shifts in policy over the past decade or more, I am happy to report that GLSS continues to grow, thrive, and serve the community. We continually assess consumer needs and—if gaps are found—identify creative solutions. Together, we are creating healthier, more livable communities for all.
Having long been a leader in providing home- and community-based services, GLSS offers a broad range of programs, including information and referral; home care services; nutrition programs; transportation; housing supports; clinical and protective services; caregiver supports, and much more. Through our management services organization, Silver Otter Strategies (a wholly-owned subsidiary of GLSS), we continue to develop a number of new initiatives promoting consumer engagement and better health and well-being.
